Farragut Off-Highway Vehicle Training Site Project

This project will create a training site to hold off-highway vehicle (OHV) based education courses within Farragut State Park.  This effort is specifically associated with Senate Bill 1001 passed during the 2011 legislative session, which requires unlicensed operators to complete an IDPR approved education course.

Use of the site will be limited to IDPR certified trainers conducting a class, and there will be no recreational or non-IDPR education use allowed. IDPR currently has the same type operational OHV training sites at Priest Lake State Park, Hells Gate State Park, Eagle Island State Park, Malad Gorge State Park, Lake Walcott State Park, and IDPR headquarters in Boise.  Farragut State Park would serve as an opportunity to facilitate OHV courses for the youth in the Coeur d’Alene and surrounding communities.

Access to the training site will be off Perimeter Road utilizing an existing gated access road ¾ mile North of the Highway 54 traffic circle (Lat 47.96, Long 1116.61).  The proposed site is removed from the park’s high use areas and is currently being utilized as a wintertime burn location for slash and other woody debris.  The site is also currently utilized as open storage for picnic tables, trash cans, and other park equipment.

Operation of OHVs on the trail system within Farragut State Park will NOT be allowed.

IDPR’s OHV Education Program

The Idaho Department of Parks and Recreation has conducted all-terrain vehicle (ATV) courses since 2005 and Off-highway motorcycle and utility type vehicle classes since 2007. Idaho’s OHV education certificate is recognized by our neighboring states that also require OHV based education for youth and adult operators.

The education programs are funded by OHV registration program funds, and the courses are free to all participants with a current OHV registration sticker.  Development of education based training sites is also funded exclusively through these dedicated funds.
